good morning and happy halloween, it is 5:00 a.m. on this monday, october 31 him here's what's happening. strike deadline, septa workers do not walk -- may walk off the job at midnight leaving commuters without a ride. >> accuweather promises another warm week, but a chilly night for trick and treating. let's find out about the chilly night with david murphy he has accuweather and karen rogers is looking at the commute, good morning. >> reporter: we're starting out cool and staying cool for tonight for trick or treating, as you mentioned. we had a storm system that came through last night. we had downpours and lightning and strong gusty winds for a brief time last evening. now there's sun and clouds out there for the next several hours. 48 degrees in philadelphia.

the temperature keeps dipping. 47 in allentown. 47 in trenton. 48 in wilmington, 48 in reading. wind a little bit of an issue, so it's cool and at times breezy for the morning hours. rest of the day cool sun and clouds, 47 degrees by 10:00, 51 by noon. 58 degrees by 3:00 p.m. before we dip down at 3:00 p.m. it will be cool for trick or treating. i'll give you details on that, word of another warmup another one coming as we head into november. >> reporter: no overnight construction on the vine street expressway, traffic moving nicely. on the big picture, no big accident, blue route, schuylkill expressway, i-95 moving nicely. here's a live look at the boulevard. southbound traffic heading toward the schuylkill expressway, roads are clear and dry with no delays there. we have construction it continues to block the left lane on the northeast extension northbound between lansdale and quakertown, but not causing a

problem if you're heading toward the north. of course, no news yet with septa, if there's a strike tomorrow these will not be running, the septa city buses, the trolleys, 10, 11, 13, 14, 34, and 36. frankford market line broad street line running on time now. >> septa strike deadline is tonight, a walkout could impact half a million riders before tomorrow morning's rush. annie mccormick is at the sheraton where negotiations are set to resume at some point this morning. annie. >> reporter: matt, that's right, so far the negotiations have been described as very tense with one side being accused of walking away from the table. both sides have said they will work up until the deadline tonight they are working to come up with an agreement hopefully halting any strike that could happen.

at issue, the 570000 union workers are -- 5700 union work workers are harshing out pensions an --hing out pension and healthcare. the strike could cause a nightmare commute. there will be contingency plans. penn which is one of the city's biggest exploirs announced it will -- employers, announced it will increase their shuttle system at all patco stations in center city, patco the trains that come from south jersey. drexel and chop employees can use the extended commuter service, as well. we talked to a number of riders who are preparing.

expectedded to be back on -- expected to be back at the table early this morning at the center city her tan. tam, back to you. >> developing right now, police in south jersey are searching for a hit-and-run driver who fatally plowed into a man in burlington county and fled the crash scene. bob brooks is live from west hammonton the 600 block of rancocas road with the developing details, good morning, bob. >> reporter: good morning, tamala, this is terrible, whoever hit the victim left them lying here alongside the road and kept going, the victim was not to be found until someone's came by and spotted them. this was happening around 10:00 p.m. last night. at this point there's no telling when this first happened, again whoever did this, smashed into the victim and kept driving. unfortunately that's all we know at this point. no word on a vehicle description to even look out for, just a tragedy here late last night.

we are looking for more information this morning and we put in calls to the prosecutor's office, we're waiting to hear back with more details. reporting from west hampton, bob brooks, channel 6 "action news." >> we could learn about a gruesome discovery in fairmont park. a passer by found a decomposed body wrapped in a blanket along reservoir drive. it was so badly decomposed they are not sure of the person's gender. autopsy will be performed on the corpse and they will determine who it was and how the person died. a college student in lancaster county tried to harm his unborn child by putting bleach in his girlfriend's drinking water. washington was charged with attempted murder. the victim called 911 on friday, saying she had vomited and there was a burning sensation in her

throat. neither the woman or her unborn child were injured. 5:07 a.m., brigette kelly and bill baroni were charged with causing a traffic jam on the george washington bridge. they testified they thought it was part of a traffic study. city council will hold a public hearing on the recent wave of home invasions and robberies against the asian community. more than 100 chinese american families and small businesses have been vitaminized in 2016 alone. >> if you have a ghost costume for tonight, you might want to make the sheet two ply. >> reporter: maybe a little blanket underneath it. it's going to be cool, but not too terribly windy.

gunshot wounds. the baby is with grandparents. an uber driver in maryland is facing kidnapping and assault charges. police say he took an unconscious female passenger to a hotel instead of to her home. 29-year-old is accused of picking up the female victim at a bar in washington, d.c. and taking her to a hotel about ten miles to the northeast. at the hotel, police say he carried the woman into the hotel room and used the woman's credit card. he denies there was a lack of consent. we're 8 days out from election and donald trump is arguing new questions about hillary clinton e-mails should be giving voters pause. weiner is being investigated for sending messages to a 15-year-old girl. yesterday the agency got legal
